parachute = most effective, but also the most noticeable
weights = least effective, looks normal, but kinda like a dork cuz who wears heavy vests when running.

Well I'm in the thought that you're taking your training seriously and don't care what you look like. From my experience the weighted vest will do you the least amount of good, unless you wear them longer term (all day but take them off for practice), but running with them will give you the least benefit.
The bands are good for sprinters as they put the max resistance on explosive movements of the muscles. Endurance running they are not as effective sine they are not consistent in resistance.
Chutes tend to be the best for distance running since you have a continuous force slowing you, forcing you to constantly push and it won't sacrifice body mechanics while you use them. Also, the faster you run the more resistance, so you always have that needed increase to push you to the next level.

You are lifting weight as well, yes?

I'm thinking of building a sled from some things at home depot that will cost under $20 total.
And yes, I'm lifting for 30min-1hour a day after practice. Unless we have a meet that day.

That would be good too, just some things to keep in mind:
Ergonomically it will put more pressure on your hips and lower back, so unless you are used to a steep lean when you run it may feel awkward.
You can easily manage resistance of the sled by adding weights but don't forget inertia. Once you get the sled going resistance will be decreased.
I would advise to avoid sudden stops after sprints . . .

These chutes seem reasonably priced compared to the prefab sleds I've seen:

It would be so awesome to see that guy just let go and watch the girl go tumbling down. Epic fail. The vest looks good, though. Another good idea would be to wear ankle weights. Those helped me out a lot.

Not entirely but kinda... I was talking to some buddies of mine this week(while I was lifting too) and one of them said that I should try testosterone pills to help bulk up. I also know of a guy who took them for only a week and lifted everyday and gained 8lbs. of muscle As far as I've been told, here in Pennsylvainia they are perfectly legal and can be bougth at a GNC Health store. So, yinz know of any known problems or side effects of taking 'em?

Well, steroids give you a microscopic penis. Don't know about testosterone pills.
