An ex-boyfriend of mine used to use the word a lot. It's too trendy to be offensive. Most people don't really know what it means, but people understand that it's some kind of insult (like calling someone a "smeghead" after watching Red Dwarf).

I think originally it meant someone who was easily manipulated for someone else's purpose...but now I think it just means the same thing as "jackass"...but with a much less harsh (and more silly) connotation.

My ex used to go so far to say, "That guy's not just a tool...he's a tool box."

Who knows. It's just funny. And it's funnier because it's not my generation's insult.
